Title

Resolution to formally authorize FilmToledo as the official film commission for the Toledo region for recognition by the State of Ohio Department of Development - Ohio Film Office; and declaring an emergency.

 

Summary

WHEREAS, FilmToledo, Inc. serves to promote economic development and job creation by fostering a robust film industry in Northwest Ohio, to provide support in scouting and shooting film production in Toledo and its surrounding areas, creating educational opportunities in the film industry and connecting those in the film industry to build a stronger local workforce; and 

 

WHEREAS, the City of Toledo strives to foster economic growth by attracting businesses to Toledo, and expanding existing businesses operating in Toledo; and 

 

WHEREAS, the City of Toledo desires to encourage film production and related economic business activities, increase workforce and educational opportunities for those in the film industry and preserve public safety during film production; and

 

WHEREAS, the Ohio Film Office of the Ohio Department of Development has been established to promote the State of Ohio as a location for film production and will invest $50 Million in 2024 and $75 Million in 2025 toward the Ohio Motion Picture Tax Credit to support film production and capital improvement projects; and 

 

WHEREAS, formal endorsement of FilmToledo by the City of Toledo will assist film production professionals working in Toledo, allow for official recognition by the Ohio Film Office, and increase funding and grant opportunities within the film production industry; and

 

WHEREAS, the City of Toledo will create a Toledo Film Permit Program in order to assist film production professionals working in Toledo to be facilitated by the Department of Economic Development and FilmToledo; NOW, THEREFORE,

 

Be it resolved by the Council of the City of Toledo:

 

SECTION 1.  That the City of Toledo officially recognizes FilmToledo as the Film Commission of the Toledo region for purposes to be recognized by the Ohio Department of Development’s Ohio Film Office.

 

SECTION 2 That the Department of Economic Development, in partnership with FilmToledo, is encouraged to establish a Toledo Film Permit Program to assist film professionals with permitting, location scouting, workforce, public safety and other public or private logistics as part of the film production.  

 

SECTION 3. That all formal actions concerning and relating to the passage of this Resolution were passed in an open meeting of this Council, and that all deliberations of this Council and any of its committees that resulted in such formal action were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

 

SECTION 4. That this Resolution is declared to be an emergency measure and shall take effect and be in force from and after its adoption. The reason for the emergency lies in the fact that this Resolution is necessary for the immediate preservation of the public peace, health, safety and property; and for the further reason that immediate action is necessary in order to authorize a resolution indicating the support of Toledo City Council on a matter of great importance to the City in a timely manner which shall take effect immediately upon passage.
