Title

SUMMARY & BACKGROUND:
The Division of Water Treatment has an immediate need to secure a replacement vendor to provide transportation and lawful disposal services for spent lime generated at the Division’s Spent Lime Dewatering Facility. These services are required on an interim basis until a formal competitive bidding process can be completed and a long-term contract awarded. Timely removal of spent lime is critical to the continued operation of the Dewatering Facility. Funding for these services is available within the Water Operating Fund.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into contract(s) and to execute all documents necessary and proper to facilitate the emergency services for transporting and disposing of spent Lime at the Collins Park Water Treatment Plant Dewatering Facility upon terms and conditions approved by the Director of Public Works and the Director of Law.
SECTION 2. That the expenditure of an amount not to exceed $750,000 from the Water Operating Fund Account Code 6060-32000-4000503STDSTD is authorized for the emergency services for transporting and disposing of spent lime at the Collins Park Water Treatment Plant Dewatering Facility.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive provisions of TMC Chapter 187 to expedite award of a short-term contract to maintain this critical service until a formally bid contract can be awarded.
SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the account code identified in Section 2 in an amount not to exceed $750,000 in payment of the obligations authorized herein upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the removal and disposal of spent lime from the Collins Park Water Treatment Plant Dewatering Facility.
