Authorizing the appropriation of $100,000 from the unappropriated balance of the General Fund for the Civilian Police Review Board; authorizing the expenditure of said funds; and declaring an emergency.

SUMMARY & BACKGROUND:

Toledo City Council supports strengthening the oversight of the city’s policing efforts by the Civilian Police Review Board.  In order to facilitate this, City Council desires to appropriate $100,000 this year to fund staffing. This appropriation would add the position of Executive Director of the Civilian Police Review Board.  Funds are available within the General Fund from the carryover of funds as a result of 2019 operations.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.                     That the sum of $100,000 is appropriated from the unappropriated balance of the General Fund to account code __________________and the expenditure of same is authorized.

 

                     SECTION 2. That the position of Executive Director of the Civilian Police Review Board is authorized and funded in Account Code ___________________.

 

SECTION 3.  That the Director of Finance is authorized to draw warrant or warrants against the above account code in payment of the listed obligations and upon presentation of proper voucher or vouchers.

 

                     SECTION 4. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Ordinance were passed in an open meeting of this Council, and that all deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

 

SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to fund the position of Executive Director of the Civilian Police Review Board.
