SUMMARY & BACKGROUND:
The City of Toledo’s contract with Medical Mutual of Ohio, our current provider, expires on July 31, 2020. The City of Toledo sought a quote for renewal for the provision of specific stop-loss insurance services related to hospitalization, surgical-medical, major medical, medical management services pharmacy benefit services for the City of Toledo’s Police, Fire Chief’s and Civilian employees. The quote provided by Medical Mutual of Ohio represents a minimal increase from the previous year, and presents the best option under the circumstances of COVID-19. Funding for this was anticipated and is included in the 2020 Approved Operating Budget.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to renew the existing agreement with Medical Mutual of Ohio, for a term of one (1) year, commencing August 1, 2020 through July 31, 2021, for the provision of specific stop-loss insurance services. The agreement shall contain terms and conditions deemed proper and requisite according to the Director of Human Resources and the Director of Law.
SECTION 2. That an expenditure in an amount not to exceed $530,000 is authorized from the Healthcare Internal Service Fund, Account Code 7083-17100-1156001STDSTD, for the purpose identified in Section 1.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the reason that the one year premium is cost competitive, and for the further reason that time is of the essence to prevent a lapse in coverage brought about by the COVID-19 emergency declaration.
SECTION 4. That the Director of Finance is authorized to draw his warrant or warrants against the account code authorized in Section 2, in an amount not to exceed $530,000 in payment of obligations upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to maintain quality healthcare coverage for the City of Toledo’s employees and their dependents.
