SUMMARY & BACKGROUND:

In conjunction with the City of Toledo's acquisition of federal and state funding sources for infrastructure improvements, the city also works with and through the Lake Erie West Regional Council, formerly known as TMACOG.  The City's 2026 transportation assessment fee to Lake Erie West Regional Council for their services is $55,765.  Funds have been budgeted and are available in the 2026 Division of Engineering Services’ operating budget to provide for this payment.  

The Stormwater Coalition is made up of governments, universities, and non-government groups that contribute annual membership dues to Lake Erie West Regional Council. The 2026 Mass Media Campaign works to educate the public, provide opportunities for public involvement, and promote sound policies and practices to manage storm water runoff in our communities to help preserve Lake Erie. Funds for these dues and media campaign total $44,342 and have been budgeted and are available in the 2026 Division of Environmental Services’ operating budget to provide for this payment.

 

Lastly, this ordinance authorizes payment of the city’s 2026 general purpose government membership fee from the General Fund in the amount of $82,079.  Funds have been budgeted and are available in the 2026 General Fund/Non-Departmental operating budget to provide for this payment. 

 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That an amount not to exceed $55,765 is authorized for expenditure to Lake Erie West Regional Council from Account Code 5040-35000-8C35000PROSUP for the 2026 Transportation Planning Assessment Fee.

 

SECTION 2.  That an amount not to exceed $44,342 is authorized for expenditure to Lake Erie West Regional Council from Account Code 607A-38000-40000552STDSTD for the 2026 Stormwater Coalition Dues and 2026 Mass Media Campaign.

 

                     SECTION 3.  That an amount not to exceed $82,079 is authorized for expenditure to Lake Erie West Regional Council from Account Code 1001-89800-1168001STDSTD for the 2026 Membership Fee.

 

                     SECTION 4.  That the Finance Director is authorized to issue their warrant or warrants against the Account Codes identified in Sections 1, 2, and 3 in an amount not to exceed $182,186 in payment of the above obligations upon presentation of the proper voucher or vouchers.

 

                     SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective so that payment of the City of Toledo’s Transportation Planning Assessment Fee, Storm Water Coalition dues, 2026 Mass Media Campaign, and 2026 membership fee to Lake Erie West Regional Council can be made promptly and not jeopardize future funding from state and federal funding sources.
