Title

SUMMARY & BACKGROUND:

This ordinance authorizes the expenditure of funds for a Monroe Street corridor study. The total estimated cost for the study is $20,000, of which $5,000 will be paid in 2018 to begin the project. The remaining will be paid in 2019. This ordinance authorizes the re-appropriation of $5,000 from the Dept. of Finance 2018 approved budget to the Plan Commission’s 2018 budget for the payment that will be made this year. Funds for the remaining $15,000 cost will be proposed for inclusion in the 2019 operating budget.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo: 

 

                     SECTION 1. That the disappropriation of $5,000 is authorized from the General Fund Account Code 1001-11100-511500-1131001STDSTD and the appropriation of same is authorized to the General Fund Account Code 1001-10400-5611001STDSTD for a Monroe Street corridor study.

 

SECTION 2. That the expenditure of an amount not to exceed $20,000 is authorized from the General Fund Account Code 1001-10400-5611001STDSTD for a Monroe Street corridor study, subject the appropriation of funds in future years.

 

SECTION 3. That the competitive bidding requirements of TMC Chapter 187 are waived and that this Council finds it is in the best interest of the city to enter into an agreement with the Toledo Design Center for the Monroe Street corridor study for the reason that the Toledo Design Center is focused on development work and is willing to engage this community and its residents to find solutions to the area.

 

SECTION 4. That the Mayor is authorized to enter into an agreement with the Toledo Design Center for the Monroe Street corridor study, subject to terms and conditions as approved by the Director of Law and the Director of the Toledo-Lucas County Plan Commission.

 

SECTION 5. That the finance director is authorized to draw warrant or warrants against the above account code in payment of the obligations authorized above in amount not to exceed $20,000 upon receipt of the proper voucher or vouchers.

 

SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely begin the Monroe Street corridor study.
