Authorizing the expenditure of $158,500 from the General Fund for the collection, hauling, and processing of materials collected through the 2025 Clean Toledo Recycling events; authorizing the Mayor to accept bids and enter into necessary contracts for recycling and disposal services; and declaring an emergency.

SUMMARY & BACKGROUND:

The Division of Urban Beautification, in partnership with the Department of Public Utilities and Engage Toledo, will continue the commitment of bringing recycling event opportunities to the community in 2025. These events are open to the public and provide the opportunity for participants to engage with a variety of vendors for recycling materials, hazardous waste, tires, televisions and other various electronics, personal documents, green waste, Styrofoam and other miscellaneous debris. This Ordinance will authorize the expenditure for ten (10) scheduled Clean Toledo recycling events in 2025, and to support the large volume of materials collected by vendors for proper recycling and disposal.

 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. SECTION 1. That the expenditure of an amount not to exceed $158,500 is authorized from the General Fund, Account Code 1001-27100-1123001STDSTD, for the collection, hauling and processing of materials collected through the 2025 Clean Toledo recycling events.

SECTION 2. That the Mayor is authorized to accept bids and award contracts for the purpose authorized in Section 1, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.

 

SECTION 3. That the Finance Director is authorized to draw their warrant or warrants against the above Account Code in payment of all obligations authorized above in an amount not to exceed $158,500 upon presentation of proper voucher or vouchers.

SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely execution of the contracting process and recycling events this year.
