SUMMARY & BACKGROUND:
The Department of Public Utilities seeks enter into an agreement with neighboring communities conduct a feasibility study to explore the potential provision of water and wastewater services to neighboring counties as well as area water and sewer districts should it be determined to be in the best interest of the city and region.
Summary
NOW THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into an agreement with neighboring communities to perform a feasibility study to expand wastewater and water services.
SECTION 2. That an appropriation and expenditure not to exceed $12,500 is authorized from the Water Replacement Fund Account Code 6063-31000-4UC1224STDSTD, and an appropriation and expenditure not to exceed $12,500 is authorized from the Sewer Replacement Fund Account Code 6073-31000-4UC1224STDSTD to conduct a feasibility study to expand wastewater and water services.
SECTION 3. That this Council finds it in the best interest of the city of Toledo to waive the competitive proposal process as required under Chapter 187 of the Toledo Municipal Code for the reason that this study is a collaborative study with neighboring communities.
SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the account code listed in Section 2 in amounts not to exceed $25,000 in payment of the obligations incurred upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely move forward with this study.
