SUMMARY & BACKGROUND:
The Division of Urban Beautification is charged with the responsibility of cleaning up blight within the City of Toledo. As a response to the public health emergency, and the negative impacts the crisis has had on neighborhood blight, the city will be utilizing Local Fiscal Recovery Funds to support neighborhood clean-up efforts to improve the health and wellness of struggling neighborhoods. On a daily basis, crews from the Division of Urban Beautification are deployed to areas of the city experiencing excess illegal dumping. Crews collect all debris and dispose at the city’s Hoffman Road Landfill or work with vendors to recycle appropriate material. The city will track the pounds of debris and number of tires collected on a daily basis using CityWorks software. This Ordinance appropriates $300,000 for block-by-block clean-up operations.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $300,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-27100-2C1EANBOBBNEI and the expenditure of same is authorized for the blight clean-up operations and recycling of blight material.
SECTION 2. That the Mayor is authorized to accept bids and award contracts or utilize Sourcewell or other cooperative purchasing organizations that engage in competitive processes for blight clean-up operations, upon terms and conditions acceptable to the Mayor, the Director of Public Service and the Director of Law.
SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the Account Code listed in Section 1 in payment of the above-authorized obligations upon presentation of properly approved voucher or vouchers in a total amount not to exceed $300,000.
SECTION 4. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to ensure operations are deployed to address neighborhood blight.
