SUMMARY & BACKGROUND:

The purpose of this ordinance is to provide sponsorship funding for the 2026 Glass City Jazz Fest. The two-day event will occur on Friday, August 14, and culminate on Saturday, August 15, 2026, and will feature a number of local musicians as well as national acts. It is being organized in homage to Toledo’s storied place in jazz history. This event will attract both regional and national visitors, showcasing both national and international performing artists while giving Toledo residents the chance to enjoy two days of music in some of the city’s most beautiful venues.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the sum of $40,000 is hereby authorized for expenditure from the General Fund Account Code 1001-10100-1112001stdstd for the purpose of a sponsorship supporting the 2026 Glass City Jazz Fest.

 

SECTION 2. That this City Council finds it in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason that the Great Lakes Jazz Society is a local non-profit most qualified to provide solutions and services that meet the specific needs of this annual public event.

 

SECTION 3. That the Mayor is authorized to enter into a sponsorship agreement for the purpose authorized in Section 1, upon terms and conditions acceptable to the Director of Law.

 

SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $40,000 in payment of the above authorized obligation upon the proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to provide timely sponsorship support for the event.
