SUMMARY & BACKGROUND:
The Toledo Police Department completed a year-long study on the efficacy of drone technology with Flock Group Inc. (ORD 590-24). The Toledo Police Department has facilitated another grant to utilize drone technology from another vendor for two years. The department would like to amend the original agreement to continue with one-year of service with Flock Group to facilitate a side-by-side comparison between the two drone companies. This Ordinance authorizes the expenditure of $100,000 from Law Enforcement Trust Funds for the Mayor to enter into a year-long agreement with Flock Group for drone technology services.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to amend the existing agreement for a one-year continuation of drone technology services with Flock Group Inc. upon terms and conditions acceptable to the Director of Police and the Director of Law.
SECTION 2. That the amount not to exceed $100,000 is authorized for expenditure from the Law Enforcement Trust Fund Account Code 2090-52000-3T32302STDSLC for one-year of drone technology services.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Flock Group is the vendor utilized from the previous study completed by Toledo Police.
SECTION 4. That the Finance Director is authorized to draw their warrant or warrants against the above referenced Account Code in payment of the obligations authorized in Section 1 in an amount not to exceed $100,000 and upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason to not interrupt current drone technology services and to facilitate the side-by-side comparison.
