SUMMARY & BACKGROUND:
The U.S. Department of Justice, Office of National Drug Control Policy is providing funds to the Toledo Police Department to lease vehicles for the purpose of enforcing drug laws. Acme Auto Leasing, LLC was the sole bidder on Planet Bids for this contract. The total value of the lease and the reimbursement funds is $228,960. The Toledo Police Department has received funds from HIDTA since the year 2000 with no matching requirement.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a one-year vehicle lease agreement with two one-year renewal options, upon such terms and conditions as acceptable to the Director of the Department of Police Operations and the Department of Law.
SECTION 2. That the Mayor is authorized to accept and deposit proceeds over the next three years in the annual amount of $76,320 from the Ohio High Intensity Drug Trafficking Area (HIDTA) into the General Fund, Account Code 1001-52000-3381002STDSTD, for the purpose of leasing vehicles.
SECTION 3. That, subject to available appropriation in future years, the annual expenditure of $76,320 over the term of the agreement authorized in Section 1 is authorized from the General Fund, Account Code 1001-52000-3381002STDSTD, for the purpose of leasing vehicles.
SECTION 4. That the Finance Director is authorized to draw a warrant or warrants against the above mentioned Account Code in an amount not to exceed $76,320 per year for a three-year period in payment of the above authorized obligations by the terms of the lease upon presentation of the proper documentation of the expense.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to operate and continue drug enforcement investigations.
