SUMMARY & BACKGROUND:
The City of Toledo has been awarded a grant in the amount of $19,510,645 from the Federal Highway Administration’s BUILD grant program, via pass-through from the Ohio Department of Transportation (ODOT). The grant will fully fund construction of the Front and Main Corridor Modernization project at 100% with no match requirement. The project will support major capital improvements to the Front Street and Main Street corridors and will improve safety, enhance accessibility, strengthen community connectivity, and enhance the quality of life for residents of Toledo's historic east side. Final design is underway and construction is expected from mid-2027 through 2028.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement with and to accept and deposit financial assistance from the Federal Highway Administration and the Ohio Department of Transportation for construction of the Front and Main Corridor Modernization project, in an amount not to exceed $19,510,645, upon terms and conditions acceptable to the Director of Transportation and the Director of Law.
SECTION 2. That the appropriation of an amount not to exceed $19,510,645 is authorized from the unappropriated grant proceeds in the Capital Improvement Fund to Account Code 540G-35000-8GA4526STDSTD; and that the expenditure of the same is authorized for the purposes stated in Section 1.
SECTION 3. That the Mayor is authorized to accept bids and enter into contracts for the Front and Main Corridor Modernization project, under such terms and conditions as may be acceptable to the Director of Transportation and the Director of Law.
SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $19,510,645 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective to facilitate the Front and Main Corridor Modernization project.
