SUMMARY & BACKGROUND:

This ordinance authorizes the Mayor to enter into a contract with Saf-Guard Safety Shoes for the purchase of safety shoes as obligated by bargaining agreements for City of Toledo employees. 

 

The City of Toledo’s current contract with a safety shoe provider expires in March 2024. The City sought competitive proposals from September 28th through October 24th, 2023. A total of three (3) proposals were submitted.  After careful review of each of those proposals, the City determined that Saf-Guard Safety Shoes had the best shoe pricing and customer service experience for non-public safety employees. Saf-Guard was also the only vendor to offer a physical store location within Toledo city limits. Saf-Guard has been the City’s safety shoe vendor since February 2021.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into an agreement for the purchase of safety shoes for up to two (2) years with an option to renew for up to one (1) additional year upon terms and conditions acceptable to the Director of Human Resources and the Director of Law.

 

SECTION 2. That the expenditure of funds over the term of the agreement for purposes authorized in Section 1 is authorized subject to annual appropriations.

 

SECTION 3. That the Director of Finance is authorized to draw their warrant or warrants against in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective to meet bargaining agreement obligations for the purchase of safety shoes.
