Body

SUMMARY & BACKGROUND:

As a part of the recent CIP Improvements at the Collins Park Water Treatment Plant and associated pump stations, a number of improvements have been made.  However, several systems have yet to be upgraded and refurbished including the permanganate feed line replacement at the Low Service Pump Station as well as the alum storage and feeding facilities at the Collins Park Water Treatment Plant.    The proposed appropriated monies are available from a number of projects that are a part of the CIP program that will be successfully completed for less than the original project estimates, including the Disinfection Facility, the Ozone Treatment Facility, the Intake Crib Improvements and the Basins 1-4 Improvements.  This proposed work will complete the refurbishments and improvements to the chemical systems at Collins Park and the associated pumping stations.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the appropriation of $48,998 is authorized from the Water Bond Improvement Fund to Account Code 6062-32000-4UB5612STDSTD (Chemical Feed Improvements) and the expenditure of an amount not to exceed $48,998 is authorized for the Chemical Feed Improvements Project.

 

                     SECTION 2. That the appropriation of $1,133,904 is authorized from the Water Bond Improvement Fund to Account Code 6062-32000-4UB5613STDSTD (Chemical Feed Improvements) and the expenditure of an amount not to exceed $1,133,904 is authorized for the Chemical Feed Improvements Project.

 

                     SECTION 3. That the appropriation of $285,245 is authorized from the Water Bond Improvement Fund to Account Code 6062-32000-4UB5616STDSTD (Chemical Feed Improvements) and the expenditure of an amount not to exceed $285,245 is authorized for the Chemical Feed Improvements Project.

 

                     SECTION 4. That the appropriation of $1,079,899 is authorized from the Water Bond Improvement Fund to Account Code 6062-32000-4UB5618STDSTD (Chemical Feed Improvements) and the expenditure of an amount not to exceed $1,079,899 is authorized for the Chemical Feed Improvements Project.

 

                     SECTION 5.  That the Mayor is authorized to execute the necessary contract(s), for the design, preparation of plans and specifications, engineering, bidding, construction oversight, testing, permits, renovation, construction, appurtenances, and other related work, tasks, equipment, and materials for the construction, repair, maintenance for the Chemical Feed Improvements project upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.

 

                     SECTION 6. That the Finance Director is authorized to issue their warrant or warrants against the account codes listed in Sections 1, 2, 3 and 4 in an amount not to exceed $2,548,046 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers thereof.

 

SECTION 7.  That the disappropriation of any remaining budget to fund balance at project closeout is authorized.

 

                     SECTION 8. That this Ordinance is hereby declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the supply of potable water to the region in an efficient manner.
