SUMMARY & BACKGROUND:
Water Distribution and Engineering Services is moving toward geolocating all assets including new water taps, curb stops, hydrants, valves, fittings, etc. The technology will provide accurate locations throughout the water system and is currently being utilized by Engineering Services on all new water main projects. OHM Advisors is the provider of the equipment utilized. This Ordinance authorizes payment for said supplies, installation and training.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a contract with Orchard, Hiltz & McCliment Inc. (OHM Advisors) for the supplies, installation and training of the geolocation services upon the conditions acceptable to the Director of Law and the Director of Public Utilities.
SECTION 2. That the expenditure of an amount not to exceed $18,000 is authorized from the Water Operating Fund Account Code 6060-34000-4000514STDSTD for payment for services for the purposes identified in section 1.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive provisions of the TMC Chapter 187 for the reason of consistency across city departments as OHM Advisors is the same vendor used by Engineering Services for this equipment/software.
SECTION 4. That the Director of Finance is authorized to issue their warrant or warrants against the Account Code above in the amounts not to exceed those authorized above in payment of the obligations incurred pursuant to the above-authorized contracts upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the City and for the further reason that this Ordinance must be immediately effective in order to geolocate assets in the City of Toledo’s water distribution system.
