Title
Authorizing the Mayor to enter into agreements for youth and family success initiatives at Toledo Public Schools located within the City’s Neighborhood Revitalization Strategy Areas; authorizing the expenditure of $40,000 from the General Fund; and declaring an emergency.
Body
SUMMARY & BACKGROUND:
This Ordinance authorizes the expenditure of $40,000 to support youth and family success initiatives at Toledo Public Schools located within the City of Toledo’s Neighborhood Revitalization Strategy Areas (NRSAs). This initiative aligns with the City of Toledo Strategic Plan’s Youth and Family Success goal by advancing coordinated investments that support student achievement, family stability, and positive outcomes for Toledo youth.
NRSAs are HUD-designated areas where the City can strategically target resources to support comprehensive neighborhood revitalization. The City’s place-based approach recognizes that neighborhood stability requires coordinated investments in housing, youth and families, workforce development, public safety, infrastructure, and other community needs.
Beginning with the 2026-2027 school year, Ohio’s updated student attendance framework places increased emphasis on preventing chronic absenteeism, early intervention, family engagement, and addressing barriers to consistent school attendance. Toledo Public Schools has similarly prioritized improving student attendance through its Every Day Matters initiative.
This Ordinance establishes a pilot partnership with Toledo Public Schools to support student attendance and academic success pilot within NRSA neighborhoods. In coordination with Toledo Public Schools’ Department of Community Engagement and Student Supports, each participating school will receive $10,000 to address identified student and family needs. Funding may support attendance interventions, family outreach and resource navigation, transportation and other barrier-removal supports, student engagement, academic and social-emotional supports, and parent and caregiver engagement.
The pilot will strengthen coordination between the City and Toledo Public Schools and inform future partnerships focused on student and family success and neighborhood stability.
