SUMMARY & BACKGROUND:

The Division of Streets, Bridges & Harbor (SB&H) is responsible for repairing and maintaining streets within the city of Toledo. In recent years, SB&H has developed a program that is responsible for milling out bad, rough asphalt pavement and replacing it with new, smoother pavement, also known as Mill and Fill. This program is designed to repave streets that have major pothole patching issues. With the recent purchase of a new milling machine in late 2017, the 2015 Caterpillar PM106 machine is not being utilized, as operators prefer the new machine due to the user-friendly options and it being easier to operate.  The Mill and Fill Program would benefit from the trade-in or sale of the 2015 milling machine in order to gain an additional paving equipment.  The addition of paving equipment would ultimately increase production for the paving portion of the Mill and Fill program, as the milling team has become more efficient and progresses much faster than the paving team. This Ordinance will allow the trade-in or sale of the 2015 Caterpillar PM106 Milling Machine for the purchase of one (1) new paving machine and one (1) new three (3)-ton steel drum roller. Final equipment purchase will be determined by actual cost, but will not exceed the trade-in or sale value. Pricing on the new equipment was determined by National Joint Powers Alliance, of which the city is a member.

ORD.

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to trade-in or sell the SB&H Caterpillar PM106 and to accept and deposit proceeds into the Street Construction, Maintenance and Repair fund Account code 2014-23100-2411001STDSTD.

 

                     SECTION 2. That the appropriation of sale proceeds is authorized from the Street Construction, Maintenance and Repair fund to account code 2014-23100-2411001STDSTD and the expenditure of same is authorized for the purchase of one (1) paving machine and one (1) steel drum roller.

 

                                                                                                         SECTION 3.                       That the Mayor is authorized to award contracts for the purposes specified in Section 2.

                     

                     SECTION 4.  That the Director of Finance is authorized to draw warrant or warrants against the above account code in payment of the above authorized obligations in an amount not to exceed that authorized in Section 1 upon presentation of the proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to contract with vendors and order equipment in a timely manner.
