SUMMARY & BACKGROUND:

The Division of Transportation has been working with Ohio Department of Transportation (ODOT) and the Village on the design of an upgraded traffic signal at the intersection of Bancroft, Indian & Secor.  The existing traffic signal equipment is in worsening condition, and there are currently no pedestrian signals.  As part of the project, the Village wishes to have decorative traffic signal poles/mast arms and pedestals installed to comply with their aesthetic standards.  Since ODOT will not fund decorative items for this project, the Village has agreed to cover the cost of these items in the amount exceeding the cost of standard or non-decorative poles/mast arms and pedestals.

 

The Division of Transportation is requesting the acceptance, deposit, appropriation and expenditure of $43,163.60 from funds provided by the Village.  This money will be used to purchase decorative poles/mast arms and pedestals for the intersection to comply with the Village’s aesthetic standards.

 

Passage of this ordinance is required to enable the City of Toledo to accept outside funding for these projects and have it in place to help pay for these expenditures. The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to accept and deposit $43,163.60 in funds from the Village to account code 5040-22500-8CP2108SIGNAL for the purchase of decorative traffic signal poles/mast arms and pedestals at the intersection of Bancroft, Indian & Secor.

 

SECTION 2.  That the sum of $43,163.60 is authorized for appropriation and expenditure of the same from the account code 5040-22500-8CP2108SIGNAL for the purchase of decorative traffic signal poles/mast arms and pedestals at the intersection of Bancroft, Indian & Secor.

 

SECTION 3.  That the Finance Director is authorized to issue his warrant or warrants against the account code identified in Section 2 in an amount not to exceed $43,163.60 in payment of the obligations incurred pursuant to the contract authorized in Section 2 above upon presentation of proper voucher or vouchers.

 

SECTION 4. That various adjustments and line item expenditures and transfers are authorized to comply with said contracts/agreements.

 

SECTION 5.                      That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

SECTION 6.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to facilitate this work being completed before the completion of the project.
