Title

Authorizing the Mayor to accept bids and award contracts related to improving Toledo Fire and Rescues Automated Vehicle Locating Systems (AVL) in an amount not to exceed $364,000; authorizing the expenditure of the same from the Capital Improvement Fund for said purchases; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

Dispatching to emergencies is a multi-faceted process primarily dependent on successful cellular connectivity between Computer Aided Dispatch (CAD) and Automated Vehicle Location systems (AVL) for proper resource prioritization and deployment. Connectivity issues compromise resource prioritization, ultimately delaying on-scene arrival times and associated interventions, including patient treatments, as closest resources appear offline and are bypassed for second and third-due options. This is an issue Toledo Fire faces regularly (See Attachment #1) and aims to correct.

Accordingly, Toledo Fire and Rescue requests authorization to upgrade our current AVL system to remedy stated connectivity issues. Intended system improvements are installed with various safety forces like Toledo Police Department, University of Toledo Police Department, and Lucas County Emergency Medical Services, who enjoy nearly 100% AVL connectivity and consequent lower on-scene arrival times (See Attachment #2-3), representing a huge benefit to the service area.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to prepare plans and specifications, accept bids, and enter into contracts related to improving Toledo Fire and Rescue AVL systems and equipment. Such contract awards may result from competitive bidding practices, cooperative purchasing agreements, or collaborative procurement programs, under such terms and conditions acceptable to the Director of Fire, Director of Law, and the Mayor.

SECTION 2. That the sum of $364,000 is authorized for expenditure from the Capital Improvement Fund Account Code 5040-53000-8CP2321AVLSYS to purchase systems and equipment related to improving Fire and Rescue Department Automated Vehicle Location capabilities.

SECTION 3. That the Director of Finance is authorized to draw warrants against the Account Code above in an amount not to exceed $364,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

SECTION 4. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary to improve emergency scene response times via AVL systems and equipment improvements as needed to better serve the community.
