SUMMARY & BACKGROUND:

The Division of Engineering and Construction Management is relocating office space from the third floor to the second floor of 600 Jefferson Avenue, Toledo, OH 43604. In doing so a new network is required to be installed on the floor to provide network and internet connectivity for end user devices, conference room equipment and telephony equipment. Data cabling including network drops for computers and telephones, relocation of data fiber from third floor to second floor, relocation of PRI equipment for telephones and data cabinet storage equipment needs to be installed on second floor of office space to provide City of Toledo network services. Due to the timeframe of the project and a move in date scheduled for January, an informal bidding process was utilized and the lowest bid was chosen, waiving the competitive bidding process.  The services include the installation and implementation services of new cabling, data fiber, PRI equipment and wall data cabinet storage will not exceed $115,000.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

                     

                     SECTION 1.                     That the Mayor is authorized to enter into an agreement with Chapel-Romanoff Technologies, LLC (CRT) to provide network and internet connectivity for end user devices upon such terms and conditions as the mayor may deem requisite and proper, subject to approval by the Department of Law and the Director of the Department of Transportation.

 

                     SECTION 2. That the disappropriation of an amount not to exceed $115,000 is authorized from the Capital Improvement Project Fund Account Code 5040-35000-8C35000PROSUP (wages and fringes).

                     

                     SECTION 3. That an appropriation and expenditure in an amount not to exceed $115,000 is authorized from the 5040-35000-8C35000PROSUP for the purposes identified in Section 1.

 

SECTION 4. That this City Council finds it in the best interest of the city to waive the competitive bid requirements of TMC Chapter 187, due to the fact that CRT has provided the lowest and best quote, along with the short timeframe for the relocation.

 

            SECTION 5.  That the Director of Finance is authorized to issue warrant or warrants against the above listed account codes in an amount not to exceed that authorized above in payment of the obligations incurred pursuant to the agreements authorized in Section 1 upon presentation of proper voucher or vouchers.

 

                     SECTION 6.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance will preserve and maintain security and compliance in our current network environment.
