Amending Ordinance 415-23 to amend the subscription term and renewal cost for parks visitation software; and declaring an emergency.

SUMMARY & BACKGROUND:

                     Ordinance 415-23 authorized the purchase of an annual subscription for visitation data software. The total cost of the subscription is $18,500.  Subscription renewal costs increase by approximately 5% each year and would be subject to funds availability. The Department will use the data produced by this software to inform planning processes on park development and expansion.  It will also provide crucial information to bolster grant applications pursued by the Department.  In 2023, the Parks and Youth Services Department applied for over $3 million in grant support and that trend is expected to continue for the foreseeable future. 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That Section 1 of Ordinance 415-23, which reads as follows:

 

SECTION 1. That the Mayor is authorized to enter into a contract with Placer Labs Inc. for the purchase of an annual subscription for visitation data services upon terms and conditions acceptable to the Director of Law and the Director of Parks and Youth Services.

 

is repealed.

 

SECTION 2.                      That a new Section 1 of Ordinance 415-23 is enacted to read as follows:

                                           

SECTION 1. That the Mayor is authorized to enter into a contract with Placer Labs Inc. for a term of one year with the option to renew for four (4) one-year terms for the purchase of an annual subscription for visitation data services upon terms and conditions acceptable to the Director of Law and the Director of Parks and Youth Services.

 

                     SECTION 3. That Section 2 of Ordinance 415-23, which reads as follows:

 

SECTION 2. That the expenditure of an amount not to exceed $18,500 is authorized from the General Fund Account Code 1001-40100-7000380STDADM for the purchase of an annual subscription for visitation data services.

 

is repealed.

 

                     SECTION 4. That a new Section 2 of Ordinance 415-23 is enacted to read as follows

 

 

SECTION 2. That the expenditure of an amount not to exceed $22,500 annually over the term of the agreement is authorized from the General Fund Account Code 1001-40100-7000380STDADM for the purchase of an annual subscription for visitation data services.

 

 

                     SECTION 5. That the remainder of Ordinance 415-23 remains in full force and effect.

 

SECTION 6.                      That this Ordinance is declared to be an emergency and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this ordinance must be immediately effective in order amend Ordinance and 415-23 and timely renew the subscription contract.
