SUMMARY & BACKGROUND:
The Toledo Police Department has requested and received $372,800 in ARPA Community Violence Intervention grant funds from the Ohio Office of Criminal Justice Services. There is no match required for this grant. The funds will be used to purchase automatic license plate readers (ALPR’s).
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement with the Ohio Office of Criminal Justice Services and to accept and deposit Community Violence Intervention grant funds in the amount of $372,800 into the Operation Grants Fund Account Code 2016-52000-3G01439STDSTD.
SECTION 2. That the appropriation of $372,800 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-52000-3G01439STDSTD; and further authorizing the expenditure of same for automatic license plate readers.
SECTION 3. That the Mayor is authorized to enter into a contract with Flock Safety for the purchase of automatic license plate readers, upon terms and conditions acceptable to the Director of Police and the Director of Law.
SECTION 4. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of Toledo Municipal Code Chapter 187 for the reason that Flock Safety is the sole source for their patented Vehicle Fingerprint™ technology.
SECTION 5. That the Finance Director is authorized to draw warrants against the above mentioned Account Code in an amount not to exceed $372,800 in payment of the obligations authorized above by the terms of the grant upon presentation of the proper voucher or vouchers.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely satisfy the requirements of the grant.
