Title

SUMMARY & BACKGROUND:

The Department of Public Utilities is in the process of switching billing vendors. During this transition the ability to integrate and test with the new SAP S4HANA is required.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the mayor is authorized to enter into a one (1) year contract with Sensus USA, Inc. with the option to renew for one additional year, for the purpose of creating a new test environment in order to integrate and test with the future Department of Public Utilities billing system upon such terms and conditions shall be approved by the Director of Public Utilities and the Director of Law.

 

                     SECTION 2. That the expenditure in an amount not to exceed $60,000, annually, subject to future appropriation, is authorized from the Utility Administration Fund, Account Code 6078-31000-4000527STDSTD, for purposes listed in Section 1.

 

                     SECTION 3. That this Council finds and determines it is in the best interest of the City to waive competitive bidding requirements of TMC Chapter 187 for the reason that Sensus USA, Inc. as the City’s meter supplier has unique qualifications and familiarity with the City’s new water metering and billing system and can provide the services identified in Section 1 on a competitive cost basis.

                     

                     SECTION 4.  That the Finance Director is authorized to issue their warrant or warrants against the above-mentioned account code in amounts not to exceed those authorized above in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to allow for the timely testing and implementation of the new utility billing system.
