Body

SUMMARY & BACKGROUND:

The Division of Streets, Bridges & Harbor (SB&H) is responsible for maintenance and repair of all streets and alleys within the City of Toledo. Street and alley pothole patching primarily use asphalt hot box trailers to haul hot asphalt.  We are requesting to purchase of two (2) Asphalt Hot Box Bodies to be an addition to existing hot box trailers that are utilized on a daily basis. These hot box bodies will be on hook lift skid frames that are compatible with existing single axle trucks equipped with a Swaploader hook lift system and will eliminate the need for a trailer to be towed.

 

Two (2) 4-in-1 Clam Buckets are requested to be utilized in alley maintenance and cleaning. These buckets will fit the mid-size Volvo loaders that were purchased in 2019. The buckets will give the operator the ability to pick up piles of debris and stone more efficiently in tight spaces.

 

The Steel Drum Roller Skid Steer attachment is requested to be used for stone alley grading operations. Last year, new skid steer loaders were purchased to be used for grading stone alleys and/or removing ruts and potholes. In order to complete the grading task, the stone needs to be compacted so that potholes do not return. By purchasing this unit, one (1) skid steer could be used to grade and compact the stone, which minimizes the need for multiple personnel and pieces of equipment in order to increase crew efficiency. 

 

A Mini Excavator Hydraulic Breaker and a Hydraulic Compactor/Tamp attachment are also requested for the use on one (1) of the Division’s existing mini excavators. These units will be utilized to break concrete and tamp the base material on utility restoration work in street and alley repairs. Current practice is to use a separate loader with a breaker attached along with a separate loader to dig. This purchase will combine one (1) machine, a trailer, and all of the attachments together, thus, making the crew more efficient.

 

Lastly, the purchase of a Skid Steer Asphalt Cold Planer attachment is requested for use with street repairs. This purchase will give the Division a second cold planer and allow us the ability to put two (2) crews out to make cleaner street repairs. This attachment mounts to a skid steer loader and allows the crew to mill out asphalt evenly so a clean square patch can be made.

The necessary expenditure is budgeted and was anticipated.

 

The total amount to be expended in the above schedule is not to exceed $305,600.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That an amount not to exceed $305,600 is authorized for expenditure from the Street Construction, Maintenance and Repair Fund, Account Code 2014-23100-2411001STDSTD for the purchase of Asphalt Hot Box Bodies, 4-in-1 Clam Buckets, Steel Drum Roller Skid Steer Attachment, Mini Excavator Hydraulic Breaker, Hydraulic Compactor/Tamp, and Cold Planer Attachment.

 

SECTION 2. That the Mayor is authorized to enter into a contract with Rudd Equipment for the purchase of 4-in-1 Clamp Buckets, a Steel Drum Roller Skid Steer Attachment, a Mini Excavator Hydraulic Breaker and Hydraulic Compactor/Tamp, upon terms and conditions acceptable to the Directors of Law and Public Service.

 

SECTION 3.  That this Council finds it in the best interest of the City to waive the competitive procurement requirements of TMC Chapter 187 for the purchase of 4-in-1 Clamp Buckets, a Steel Drum Roller Skid Steer Attachment, a Mini Excavator Hydraulic Breaker and Hydraulic Compactor/Tamp for the reason that this equipment is designed to attach to existing Volvo trucks currently used by the Division of Streets, Bridges & Harbor and Rudd Equipment is the local vendor for this brand of equipment.      

 

SECTION 4. That the Mayor is authorized to accept bids and awards contracts for the purchase of Asphalt Hot Box Bodies and a 24” Skid Steer Cold Planer Attachment, upon terms and conditions acceptable to the Directors of Law and Public Service.

 

SECTION 5.  That the Finance Director is authorized to draw his warrant or warrants against the Account Code listed in Section 1 in payment of the above authorized obligations upon presentation of properly approved voucher or vouchers in a total amount not to exceed $305,600.

 

SECTION 6.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to ensure that the vehicular fleet is equipped in a fashion supportive of continuous daily city services to the community.

 

                     Vote on emergency clause:  yeas 12, nays 0.
