SUMMARY & BACKGROUND:
The city has received $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and negative economic impacts of the COVID-19 pandemic. The Toledo Recovery Plan framework outlines the city’s projects that are funded through ARPA and includes $245,000 for administrative costs related to the program.
This Ordinance authorizes the appropriation and expenditure of funds to cover administrative costs during the remainder of the program. These include staff time dedicated to reporting and compliance requirements for the federal funding. Additionally, this Ordinance authorizes the city to accept bids and award contracts for third-party support for these same reporting and compliance requirements.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $245,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-14100-1ARPASLFRFADM and the expenditure of same is authorized for administrative costs related to ARPA State and Local Fiscal Recovery Fund (SLFRF) reporting and compliance activities.
SECTION 2. That the Mayor is authorized to accept bids and award contracts for the purposes authorized in Section 1, upon terms and conditions as the Mayor may deem requisite and proper, and shall be subject to approval by the Director of Law and the Director of Finance.
SECTION 3. That the Director of Finance is authorized to issue their warrant or warrants against the Account Codes listed above in an amount not to exceed $245,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to provide additional support for reporting and compliance activities.
