SUMMARY & BACKGROUND:
Ordinance 431-25 authorized the acceptance of a grant from the Toledo Area Regional Transit Authority (TARTA) to install enhancements to the bus stop on Huron Street adjacent to the Vistula Manor property, including sidewalk and curb improvements and the installation of TARTA-supplied shelters. Lucas Metropolitan Housing (LMH), as the owner of Vistula Manor, will contract for additional related improvements on its property, including fencing and concrete pads. This ordinance authorizes the Mayor to enter into a Joint Cooperation Agreement with LMH to reimburse LMH for eligible work performed on its property using proceeds from the 2025 TARTA LITE funds.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a Joint Cooperation Agreement with Lucas Metropolitan Housing (LMH) to reimburse LMH for enhancements installed at the TARTA bus stop on Huron Street on the Vistula Manor property, upon terms and conditions acceptable to the Director of Transportation and the Director of Law.
SECTION 2. That an amount not to exceed $280,000 is authorized for expenditure from the proceeds of the 2025 TARTA LITE program, Account Code 5040-35000- 8CP2522BUSBNH for reimbursement to LMH for said improvements.
SECTION 3. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to expedite construction for the Huron Street TARTA hub improvements.
