SUMMARY & BACKGROUND:
The Division of Water Treatment is replacing aging equipment and electrical components, renovating the existing structure and equipment, and making other improvements, upgrades, and repairs to the Heatherdowns Pump Station to assure reliable pressure to the area served by that pump station. Funding for these improvements has been previously authorized by Ordinances 217-13 and 476-16. To provide additional funds to award construction contracts, this ordinance requests to reappropriate monies for this project. The reappropriated monies are available from the Basin 7 Project as construction bids for the improvements were below the engineer’s estimate.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the following project bond proceeds in the Water Bond Improvement Fund are disappropriated:

SECTION 2. That an amount not to exceed $500,000 is appropriated from the bond proceeds into the Water Bond Improvement Fund to Account Code 6062-32000-4UB0913STDSTD for the Heatherdowns Pump Station Improvements; and the expenditure of same is authorized.
SECTION 3. That the Mayor is authorized to accept bids and to execute the necessary contract(s) for the engineering, bidding, construction oversight, testing, permits, renovation, construction, appurtenances, and other related work, tasks, equipment, and materials needed for the successful implementation of the Heatherdowns Pump Station Improvements upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.
SECTION 4. That the Finance Director is authorized to issue his warrant or warrants against the Account Code identified in Section 2 in an amount not to exceed $500,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That the disappropriation of any remaining budget to fund balance at project closeout is authorized.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to ensure the uninterrupted distribution of quality potable drinking water to the citizens of the entire region.
