SUMMARY & BACKGROUND:
Ordinances 199-12, 224-15, and 292-17 previously authorized funding for the Supervisory Control and Data Acquisition System (SCADA) Upgrade project for the Collins Park Water Treatment Plant. This ordinance authorizes additional funding to complete the system upgrades for monitoring and control of the water treatment plant, distribution system, and pumping stations. To provide additional funds, this ordinance authorizes reappropriating monies remaining from projects funded from the Series 2016 Bond Issuance.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the following projects in the Water Bond Improvement Fund are reduced of encumbrances and disappropriated:

SECTION 2. That an amount not to exceed $235,000 is appropriated from the bond proceeds in the Water Bond Improvement Fund in account code 6062-32000-4UB2112STDSTD (Supervisory Control and Data Acquisition Upgrade); and the expenditure of same is authorized.
SECTION 3. That the mayor is authorized to execute necessary contract(s) for construction, testing, permits, and other related work, tasks, equipment and materials needed for the SCADA upgrade project upon such terms and conditions shall be approved by the Director of Public Utilities and Director of Law.
SECTION 4. That the Finance Director is authorized to issue his warrant or warrants against the account code identified in Section 2 in an amount not to exceed $235,000 in payment of the obligations incurred pursuant to the contract(s) authorized in Section 3 upon presentation of the proper voucher or vouchers.
SECTION 5. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.
SECTION 6. That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to ensure the uninterrupted distribution of quality potable drinking water to the citizens of the entire region.
