Title
Supporting the passage of House Bill 43 which enacts section 121.221 of the Revised Code to authorize public bodies to meet via teleconference and video conference; and declaring an emergency.
 
Summary
WHEREAS, the world changed immensely in the past year in response to the Covid-19 pandemic and the struggles of keeping people safe while still continuing on as normally as possible; and 
 
WHEREAS, the public and private sectors had to adapt to the changing restrictions and moved meetings from in person to both video and teleconference as a means to continue with the business of managing the everchanging world; and 
 
WHEREAS, the pandemic highlighted the inequity of opportunity for people who are parents, caretakers, emergency contacts, or those struggling to find daycare for children or the elderly; and
 
WHEREAS, the ability to join via video and teleconference is also important for those struggling with access to transportation, mobility issues, depression and anxiety issues, as well as those with visual and hearing impairments; and
 
WHEREAS, some people want to return to normal pre-pandemic life, the past year gave us an amazing opportunity to learn and grow from a difficult situation and adapt to make our community more inclusive for all people; NOW, THEREFORE,
 
Be it resolved by the Council of the City of Toledo:
 
                     SECTION 1. That Toledo City Council supports the passage of HB 43.
 
                     SECTION 2. That Council directs the Clerk of Council to send a copy of this resolution to the Ohio General Assembly in support of this bill.
 
                     SECTION 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Resolution were passed in an open meeting of this Council, and that all deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.
 
SECTION 4. That this Resolution is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that it is necessary to assure these comments from Toledo City Council are submitted to the General Assembly in a timely manner.
