Title

Authorizing the Mayor to accept a donation of $13,224 from Elevance Health, Inc. for the purchase of a Point of Care Ultra Sound; authorizing the deposit, appropriation and expenditure of said funds; authorizing the Mayor to accept informal bids and award a contract for the purchase of the Point of Care Ultra Sound; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

Elevance Health, inc. is pleased to announce the award to Toledo Fire and Rescue in the amount of $13,223.43 for purchase of a Point of Care Ultra Sound (POCUS).

EMS agencies frequently respond to 911 calls for cardiac arrests.  Many times, it is difficult to establish whether or not cardiac activity is present before, during, or after Cardio-Pulmonary Resuscitation (CPR).  The absence of cardiac activity for a period of time is an indicator if survivability is likely. A POCUS will allow providers to confirm whether cardiac activity exists.  This will allow providers valuable information regarding if they should proceed with resuscitation efforts.

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into a donation agreement with Elevance Health, Inc. and to accept and deposit $13,224 into the Operation Grants Fund Account Code 2016-53000-3G00033STDSTD for the purchase of a Point of Care Ultra Sound, upon such terms and conditions as approved by the Director of Fire and Rescue and the Director of Law.

SECTION 2. That the appropriation of $13,224 is authorized from the unappropriated proceeds of the Operation Grants Fund to Account Code 2016-53000-3G00033STDSTD and the expenditure of the same is authorized for the purchase of a Point of Care Ultra Sound.

SECTION 3. That the Mayor is authorized to accept informal bids and award a contract for the purchase authorized in Section 2, upon such terms and conditions as approved by the Director of Fire and Rescue and the Director of Law.

SECTION 4.  That the Director of Finance is authorized to draw their warrant or warrants against Account Code listed above in an amount not to exceed $13,224 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

SECTION 5.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate confirmation of cardiac activity before, during, and/or after providing CPR on emergency scenes.
