SUMMARY & BACKGROUND:

The Divisions of Traffic Management and Road and Bridge Maintenance have been working to secure federal grant funding for a temporary traffic calming and safety project on North Summit Street. A grant was obtained for a portion of the project through the National Main Street Center to be used between Cherry and Olive. An additional $60,000 has been allocated by the Metropolitan Park District of the Toledo Area (Metroparks) to help extend the temporary traffic calming project on North Summit, between Olive St. and Bush. Matching funds are not required for this grant and work will be done by crews from the Division of Traffic Management and the Division of Road and Bridge Maintenance. This project is required to be implemented before December 31, 2026.

 

Passage of this ordinance is required to enable the City of Toledo to accept outside funding for these projects and have it in place to help pay for these expenditures.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                       That the Mayor is authorized to enter into and execute cooperative agreements with and accept financial assistance from the Metropolitan Park District of the Toledo Area (Metroparks)for the temporary traffic calming on North Summit, between Olive and Bush upon such terms and conditions shall be approved by the Director of Transportation and the Director of Law.

 

SECTION 2.                     That the Mayor is authorized to accept and deposit grant proceeds totaling $60,000 from the Metroparks into the Capital Improvements Fund Account Code 540G-22500-8G00032STDSTD for said project.

 

SECTION 3.  That an amount not to exceed $60,000 is appropriated from the grant proceeds of the Capital Improvement Fund into Account Code 540G-22500-8G00032STDSTD for the projects listed above; and authorizing expenditure of same.

 

SECTION 4.   That the Mayor is authorized to prepare plans and specifications and to enter into contracts after accepting bids according to law for the project including such items as labor, materials, construction testing, professional services, property appraisals, title work, negotiations, acquisition, and environmental contamination studies that are necessary to acquire additional rights-of-way. Contracts shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Director of Transportation and the Director of Law.

 

SECTION 5.  That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 3 in an amount not to exceed $60,000 in payment of the obligations incurred pursuant to the contracts authorized in Section 4 upon presentation of the proper voucher or vouchers.

 

                     SECTION 6.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the planning and construction of these projects.
