SUMMARY & BACKGROUND:

The Division of Road and Bridge Maintenance is requesting the expenditure of an amount not to exceed $1,950,000 from the Capital Improvement Fund for the Bridge Matches and Planning program. This funding will be used to provide match dollars for state and federal grants and loans.  The appropriation for this funding was authorized through Ord. 33-25 as part of the 2025 CIP Plan.

 

The Matches and Planning program provides funding that is needed to supply match dollars for outside grants and loans the division has anticipated and secured, as well as to plan for future larger scale projects, with required design, testing, right-of-way, and environmental work.

 

This year’s program includes, but is not limited to, the Martin Luther King, Jr. Bridge; Kuhlman Bridge over Norfolk Southern Railroad and the Andersons, including construction agreements with Norfolk Southern; Berdan Bridge over Ottawa River; Central Avenue Bridge over Buckeye Street; Summit, Miami, and Wright Street Embankments; and Benore Road over Grand Trunk Railroad.

 

Authorizing the expenditure of these funds now will allow for timely bidding for design and construction to ensure all projects are completed in a balanced, efficient fashion.  It also allows for the processing of agreements needed to accept the outside grant dollars before funding agency deadlines.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That an amount not to exceed $1,950,000 is authorized for expenditure from the Capital Improvement Fund Account Code 5040-23100-8CP2503MATCHP for the Bridge Matches and Planning Program.

 

SECTION 2.  That the Mayor is authorized to prepare plans and specifications, as well as authorized to accept bids and enter into contracts or agreements necessary to complete the planning, design, and construction of matches and planning projects, including such items as labor, materials, construction testing and professional services and for property appraisals, title work, negotiations, acquisition, and environmental contamination studies that are necessary to acquire additional rights-of-way as required.  Contracts and agreements shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Directors of Law and Transportation.

 

SECTION 3.  That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $1,950,000 in payment of the obligations incurred pursuant to the contracts authorized in Section 2 upon presentation of proper voucher or vouchers.

 

SECTION 4.                     That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to facilitate this work beginning early this year to meet completion deadlines.
