Authorizing an agreement between TASC of Northwest Ohio, Inc. and City of Toledo through Toledo Municipal Court to create a referral relationship for professional services with TASC of Northwest Ohio, Inc. or through other providers identified by TASC of Northwest Ohio , to assess, evaluate, manage, monitor and report to Toledo Municipal Court on the progress of criminal defendants reintegration; authorizing the expenditure of $215,000.00; waiving the requirements of TMC 187 and making certain findings with respect thereto; and declaring an emergency.

SUMMARY & BACKGROUND
This Ordinance authorizes an agreement between City of Toledo through Toledo Municipal Court and TASC of Northwest Ohio, Inc. to assess, evaluate, manage, monitor and report on the progress of probation clients’ alcohol and drug abuse, mental health and anger management treatment services to the Toledo Municipal Court. The Agreement has a two (2) year term from July 1, 2023 through June 30, 2025 with an understanding that the parties will meet annually to discuss renewal subject to various commitments and the availability of funds.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. The Mayor, the Municipal Court Judges, and the Municipal Court Administrator are authorized to enter into an agreement for a two (2) year term that provides rehabilitative and treatment services through a referral relationship with TASC of Northwest Ohio, Inc. and other related providers for criminal defendants being processed and reintegrated through Toledo Municipal Court, with an understanding that the parties will meet annually to discuss any needed changes with the TASC of Northwest Ohio, Inc., including any other terms acceptable to the Director of Law for the provision of these professional services.
SECTION 2. The competitive procurement requirements under Toledo Municipal Code Chapter 187 are waived as it is found and determined that it is in the best interest of the City that contracting with TASC of Northwest Ohio, Inc. is the most cost effective and secure manner to obtain these professional services.
SECTION 3. The expenditures of funds in the amount of $215,000.00 are authorized from the Account Code 2016/10800/3G19741STDSTD subject to the appropriation of funds in future years.
SECTION 4. The Finance Director is authorized to draw his warrant or warrants against the above referenced account code in payment of the above obligations upon presentation of the proper voucher or vouchers.
SECTION 5. This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the Ordinance must be immediately effective in order to provide continued assessment, evaluation, treatment, case management, monitoring and reporting of criminal defendants.
