SUMMARY & BACKGROUND:

The purpose of this Ordinance is to authorize an agreement with the Fair Housing Center as the fiscal agent for the Toledo Lead Poisoning Prevention Coalition and to authorize the expenditure of $250,000 for a Lead Resource Center, pursuant to Attachment I.   The Lead Resource Center will support the Lead Safe Ordinance by serving as a “One Stop Shop” for lead poisoning prevention, offering resources and services outlined in Attachment II.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into an agreement with the Fair Housing Center as the fiscal agent for the Toledo Lead Poisoning Prevention Coalition for the development, operation and staffing of the Lead Resource Center, upon terms and conditions acceptable to the Director of Community and Housing Development and the Director of Law.

 

                     SECTION 2. That the expenditure of $250,000 is authorized from the General Fund Account Code 1001-16200-5632005STDSTD for the purpose authorized in Section 1.

 

                     SECTION 3. That the Director of Finance is authorized to draw their warrant or warrants in an amount not to exceed $250,000 from Account Code 1001-16200-5632005STDSTD for the payment of all obligations authorized upon presentation of proper voucher or vouchers.

 

SECTION 4. That this Council finds and determines it is in the best interest of the city to waive the competitive procurement requirements of TMC Chapter 187 for the reason that the Fair Housing Center is a local non-profit housing advocacy organization with demonstrated grant administrative experience and familiar with the objectives of the Lead Safe Ordinance and Lead Resource Center.

 

SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective to timely expend these funds for lead-related activities.
