SUMMARY & BACKGROUND:
The Bay View Park Water Reclamation Plant is an activated sludge plant that serves the City of Toledo and surrounding communities, and operates continuously. Many of the plant facilities are over 30 years of age and are beyond the intended service life. The Plant Wide Facilities Plan is a study which will address the entire plant treatment system and collection system and develop a facilities plan to renovate, update, and replace the existing systems as necessary to provide continued service.
The Division of Water Reclamation has advertised for and received proposals for professional engineering services for this purpose. The Division seeks to utilize funds from the Sewer Replacement Fund, and to further appropriate and expend such funds on the Plant Wide Facilities Plan.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $1,000,000 is authorized from the Sewer Replacement Fund to Account Code 6073-36000-4UC0721STDSTD for professional engineering services necessary to facilitate the development of the Plant Wide Facilities Plan at the Water Reclamation Plant; and the expenditure of same is authorized.
SECTION 2. That the mayor is authorized to accept proposals and enter into agreements for professional engineering services necessary to facilitate the development of the Plant Wide Facilities Plan at the Water Reclamation Plant, subject to approvals by the Director of Public Service and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue warrant or warrants against the account code identified in Section 1, in an amount not to exceed $1,000,000 for the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.
SECTION 5. That the Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain the operational integrity of the Water Reclamation Plant, and to maintain compliance with the NPDES discharge permit requirements, as set forth by the Ohio EPA.
