SUMMARY & BACKGROUND:
The city of Toledo desires to implement a bike sharing program, giving residents and visitors an alternative transportation option. Metroparks Toledo secured a transportation grant to fund the capital purchase of bicycles and associated infrastructure for the program. Bicycles will be housed at various locations in Toledo in the city’s right of way. This ordinance authorizes the city to enter into an agreement with Metroparks Toledo and Gotcha Bike, LLC for the bike sharing program, where ownership of the bicycles will be transferred from Metroparks Toledo to the city. This ordinance further authorizes the city to enter into a sponsorship agreement with Gotcha Bike, LLC for the operation and maintenance of the bike share program. Funding for the sponsorship agreement is requested from the unappropriated balance of the General Fund. This expenditure will be offset by any additional outside sponsorships that are secured as part of the program.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a bike sharing agreement with Metroparks Toledo and Gotcha Bike LLC and to accept bikes and associated infrastructure for a bike share program in the city of Toledo.
SECTION 2. That the Mayor is authorized to enter into a sponsorship agreement with Gotcha Bike LLC for the maintenance of the city’s bikes as part of the bike share program.
SECTION 3. That the appropriation of an amount not to exceed $150,000 is authorized from the general fund unappropriated balance to account code 1001-22500-2450018BIKESH and the expenditure of same is authorized for the purpose listed in Section 2.
SECTION 4. That the finance director is authorized to draw her warrant or warrants against the account code listed in Section 3 in an amount not to exceed $150,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That the Mayor is authorized to accept and deposit sponsorship proceeds for the bike share program into the general fund account code 1001-22500-2450018BIKESH.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to timely implement a bike share program in the city of Toledo.
