SUMMARY & BACKGROUND:
The City of Toledo Mayor’s Office of Neighborhood Safety & Engagement (MONSE) partners with stakeholders to address the root causes of gun violence in Toledo neighborhoods and networks through a public health approach. Toward these efforts, MONSE worked alongside community stakeholders to develop a comprehensive plan for long-term community safety, Peace in Motion. Recommendations in the plan include developing a youth fellowship program, peer support, identifying safe havens/hubs, addressing conflict on social media, and supporting youth-led community projects.
This Ordinance provides braided funding from LCFCFC and MONSE that will provide stipends for youth impacted by violence to develop as leaders and problem-solvers. Youth will develop conflict resolution and mediation skills, expand efforts to identify safe spaces and risky ones, engage in service-learning activities, and provide their expertise and perspective on critical topics such as social media-based conflict.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept and deposit funds from Lucas County Family and Child First Council in the amount of $9,750 into the Operation Grants Fund Account Code 2016-10201-3G06847STDSTD.
SECTION 2. That the appropriation of $9,750 is authorized from the unappropriated grant fund proceeds of the Operation Grants Fund to Account Code 2016-10201-3G06847STDSTD and the expenditure of the same is authorized for youth stipends.
SECTION 3. That the Director of Finance is authorized to issue warrant or warrants against the above listed Account Code in an amount not to exceed that authorized above in payment of the obligations incurred authorized by the terms of the grant.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the preservation of public health, peace, and safety and to expedite the receipt and expenditure of grant funding.
