SUMMARY & BACKGROUND:

 

The Ohio Department of Development’s Building Demolition and Site Revitalization grant program provides grants for the demolition of commercial and residential buildings and revitalization of surrounding properties on sites that are not brownfields. The Fiscal Year 2027 grant opportunity will consider applications in which there is demonstrated support by the municipal corporation where the projects are located.

 

The Lucas County Land Reutilization Corporation (dba the “Land Bank”) is the designated Lead Entity eligible to apply for the funds in Lucas County. The Land Bank will submit applications for funds to demolish five vacant properties in the City of Toledo, and will enter into subrecipient agreements with appropriate property owners to facilitate access to the sites and the completion of the demolition work.

 

Separate applications will propose to demolish the properties at 1400 and 1486 N Summit, owned by the Toledo Community Improvement Corporation; the property at 2328 W Sylvania Ave, owned by the City of Toledo; the property at 6041 Hill, to be transferred to the Land Bank by Toledo Public Schools; and the property at 410 S. Erie, owned by the Board of Lucas County Commissioners.

 

Passage of this ordinance is required for the City to become eligible to receive funding assistance through the grant, which requires the Land Bank to submit executed subrecipient agreements with its application, and to provide the Land Bank with the most competitive opportunity for the award of these funds and for the City of Toledo and other parties to receive these grants. 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That this City Council supports the Lucas County Land Reutilization Corporation’s application for Building Demolition and Site Revitalization grants to fund the demolition of five vacant and blighted properties in Toledo as described above.

 

SECTION 2.  That the Mayor is authorized to enter into cooperative grant subrecipient agreements with and to accept and deposit financial assistance from the Lucas County Land Reutilization Corporation in order to apply to the Ohio Department of Development’s Building Demolition and Site Revitalization grant program as described above to fund the demolition of the property at 2328 W Sylvania Ave., and to provide all information and documentation required to become eligible for possible funding assistance from this program.

 

SECTION 3. That, if grants applied for are awarded, the City of Toledo agrees to obligate the funds required to satisfactorily complete the proposed projects as necessary to become eligible for reimbursement under the terms and conditions of the above grant program, subject to future Council authorization.

 

SECTION 4.  That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this ordinance is necessary for the receipt of the grant funds for the proposed improvements.
