Please see the details below and related attachments regarding the proposed 2024 operating and capital budgets.
(a) An itemized estimate of the expense of conducting each department.
(b) Comparisons of such estimates with the corresponding items of expenditure for the last two complete fiscal years, and with the expenses of the current fiscal year, plus an estimate of expenditures necessary to complete the current fiscal year.
The proposed operating and capital budgets have been provided in summary form and by line-item detail with historic actuals and current budget estimates. In addition to this detail, please see the Attachment A, which provides further itemizations for items within each budget. Departments prepare this information during budget development to provide further detail on the items of expected expenditures during the year.
(c) Reasons for proposed increases or decreases in such items of expenditures compared with the current fiscal year.
Departments will include and discuss changes in their budgets at the upcoming budget hearings.
(d) A separate schedule of each department showing the things necessary for the department to do during the ensuing year, and things desirable to do if funds permit.
The line item budget and additional schedule of itemizations (provided in Attachment A) provide the detail for those things necessary for departments to do during 2024. Regarding things desirable to do if funds permit, please see Attachment B, which shows items that were requested by departments but eliminated in the proposed budget due to insufficient available funding. If funds permitted, these would be added to the proposed operating budget.
(e) Items of payroll increases as either additional pay to present employees or pay for more employees.
The position control schedule in the line item budget provides detail on wages and fringes for positions proposed in 2024. Contractual wage rate increases are included for positions covered under existing bargaining agreements. The details on these bargaining agreements are provided in the appendix section of the proposed budget book. No across the board wage rate increases are planned for Mayoral executive exempt employees in 2024.
(f) An estimate of the anticipated income of the City from taxation and other sources to meet current expenses for the fiscal year.
This is included in the summary and line item proposed budgets.
(g) A statement of the amounts to be appropriated: For interest on the City debt. For paying off any serial bonds maturing during the year. For the aggregate for the year of the installments required to be appropriated annually during the life of all other bonds of the City in order to pay off such bonds at maturity.
Debt service expenditures for principal, interest and related fees are included in the proposed operating budget under the category of Debt. These are also in the line item detail and schedule of itemizations. Debt includes the following accounts in the proposed 2024 budget:

(h) The total amount of outstanding gross and net debt of the City, classified as to limits on such indebtedness, with a schedule of maturities of outstanding general bonds classified to show those for which debt service levies are made inside and outside the limits on the tax rate.
The proposed budget book includes a section showing the city’s voted and unvoted nonexempt general obligation debt capacities, which are as follows:
