SUMMARY & BACKGROUND:
The Division of Traffic Management needs to renew the Centracs Signal Performance Measures (SPM) software agreement which monitors traffic for twenty-five intersections around Secor, Central, Talmadge, Sylvania and Monroe corridors. This Ordinance authorizes the expenditure of funds needed to purchase the software. This signal performance software is used to adjust signal timing on corridors for a more efficient flow of traffic. This software is sold by Path Master, which is the sole distributor of Econolite products in the State of Ohio. Centracs SPM software is produced by Econolite.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That an amount not to exceed $62,304 is authorized for appropriation from the unappropriated balance of the Franklin Park/Westfield Tax Increment Fund to Account Code 5031-22500-8CT1806TRPERF for the renewal of a five-year SaaS license agreement with Path Master, Inc for the Centracs Signal Performance Measures Software.
SECTION 2. That this Council finds it in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the reason that this software has been in use by the City since 2021 and is provided only by Path Master, Inc. in the state of Ohio.
SECTION 3. That the Mayor is authorized to enter into a five-year renewal agreement with Path Master Inc. for the purchase of said software, upon terms and conditions acceptable to the Directors of Law and the Department of Transportation.
SECTION 4. That the Finance Director is authorized to draw their warrant or warrants against the above Account Code upon presentation of properly approved voucher or vouchers in an amount not to exceed $62,304.
SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the Ordinance must be immediately effective in order to purchase the renewal of Centracs SPM software for the Division of Traffic Management duties to be able to insure the proper operation and flow of traffic in this west Toledo area.
