SUMMARY & BACKGROUND:
The SDF at the Collins Park Water Treatment Plant is responsible for removing water from sludge generated during the treatment process, converting it into a semi-solid or solid state. This step is crucial for reducing the sludge’s weight and volume, ultimately lowering transportation and disposal costs. A critical component of this process is the mixer located in the SDF prefill tank. The mixer keeps solids suspended in the tank, preventing them from settling at the bottom. Without continuous mixing, solids accumulation can disrupt downstream processes, reducing the efficiency of sludge handling. This project involves procuring a replacement mixer for the SDF prefill tank. The existing mixer plays a vital role in maintaining an optimal solids-to-water ratio, ensuring a higher solids concentration is fed into the sludge presses. This results in the production of a drier and more efficient sludge cake, enhancing overall system performance.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $45,000 is authorized from the unappropriated balance of the Water Replacement Fund to Account Code 6063-32000-4UC1825STDSTD and the expenditure of the same is authorized for the SDF Mixer Replacement.
SECTION 2. That the Mayor is authorized to accept bids and execute the necessary contract(s), for SDF Mixer Replacement, upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in an amount not to exceed $45,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance at project closeout is authorized.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the supply of potable water to the region in an efficient manner.
