SUMMARY & BACKGROUND:

The Collins Park Water Treatment Plant has an advanced Homeland Security surveillance system that was installed by Siemens Industry, Inc. This surveillance system provides access control, monitors the facility’s perimeters, monitors the safety of the facility’s operations and equipment, observes HazMat incidents, checks security breaches and ensures a safe work environment for personnel and the safety of our water supply.  Software for control, integration and management of the security system is proprietary and can be purchased only from Siemens Industry, Inc., who installed, configured and maintain the current security system and certifications.  In order to maintain ongoing reliable operation of the system, the CCURE and Aegis software needs to be upgraded to the latest operating systems and software levels.  Currently these packages are outdated and obsolete and the manufacturer’s support of these systems will be suspended by December 31, 2018.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the following project in the Water Replacement Fund is authorized for disappropriation:

 

                                          

SECTION 2.   That the amount of $120,000 is authorized to be appropriated from the unappropriated balance of the in the Water Replacement Fund in account code 6063-32000-4UC1318STDSTD for the Security System Upgrade Project; and authorizing the expenditure of same.

 

 SECTION 3.                     That various line item adjustments and transfers of funds of said projects above are authorized.

 

SECTION 4.  That the disappropriation of any remaining budget to fund balance is authorized at project close out.

 

SECTION 5.  That the mayor is authorized to enter into necessary contracts for the upgrade of the Security System upon such terms and conditions shall be approved by Director of Public Utilities and the Director of Law. 

 

SECTION 6. That Council finds that it is in the best interest of the city that the competitive bidding requirements of Chapter 187 of the Toledo Municipal Code are waived for the reason that the upgrade is required to be procured as proprietary and from a sole source vendor. 

 

SECTION 7.  That the Finance Director is authorized to issue his warrant or warrant against the account codes identified in Section 2 in an amount not to exceed $120,000 in payment of the obligations incurred pursuant to the contract(s) authorized in Section 6 upon presentation of the proper voucher or vouchers.                     

 

                     SECTION 8.  That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to ensure the uninterrupted distribution of quality potable drinking water to the citizens of the entire region.
