SUMMARY & BACKGROUND:
Anthem Blue Cross and Blue Shield has awarded Toledo Fire and Rescue a grant totaling $13,899.58 for the purchase of a one-year subscription to the Handtevy program purposed as a resource to assist with patient medical care. Accordingly, the Handtevy application provides end-users care-specific medication dosing, equipment, and related supply recommendations based on applicable operating procedures across various mediums, including cell phones. Additionally, the program time stamps performed procedures for upload to the patient’s electronic health record as an accurate timeline of pre-hospital rendered care for timely use by the treating hospital.
In return, as outlined by the related MOU, are several end-of-program reporting outcomes relating to the application’s successful impacts on patient treatments, medication deliveries, conducted procedures, and data transfer to treating hospitals, all of which are provided as aggregate totals, and contain no protected health information or personal identifiable information.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to execute, modify, amend and renew such agreement with Anthem Blue Cross and Blue Shield and any other contracts as may be necessary or appropriate in order to support emergency medical care services. Such terms and conditions shall be subject to approval by the Director of Fire and Law.
SECTION 2. That the Mayor is authorized to accept and deposit grant proceeds from Anthem Blue Cross and Blue Shield into the Operation Grant Fund, Account Code 2016-53000-3G02221STDSTD, in an annual amount not to exceed $20,000.
SECTION 3 That subject to annual appropriations by Council, the appropriation of an annual amount not to exceed $20,000 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-53000-3G02221STDSTD and the expenditure of the same is authorized for said purpose.
SECTION 4. That the Mayor is authorized to execute, modify, amend and renew such subscription agreements with Handtevy- Pediatric Emergency Standards, Inc. and any other contracts as may be necessary or appropriate in order to support emergency medical care services as authorized herein. Such terms and conditions shall be subject to approval by the Director of Fire and Law.
SECTION 5. That this Council finds and determines it is in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason that said program is solely provided by Handtevy - Pediatric Emergency Standards, Inc.
SECTION 6. That the Director of Finance is authorized to draw warrant or warrants against the above Account Code in an annual amount not to exceed $20,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 7. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective to effectuate said MOU to implement the Handtevy program for the community benefit.
