SUMMARY & BACKGROUND:

The purpose of this legislation is to allow the Toledo Police Department to purchase a 3D laser scanner with a five-year maintenance package. This equipment greatly reduces the time to process crash scenes. All the evidence is collected quickly without missing any detail, minimizing human error. The collected information is then utilized to create 2D and 3D diagrams, analyze velocities/momentum, and create courtroom animations of the accident scene. This Ordinance authorizes the expending an amount up to $105,000 from the Law Enforcement Trust Fund for this purchase. 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the expenditure of an amount not exceed $105,000 is authorized from the Law Enforcement Trust Fund Account Code 2090-52000-3T32302STDFED for the purchase of a laser scanner for police.

 

SECTION 2.  That the Mayor is authorized to accept bids and award contracts for the purchase of the laser scanner, upon terms and conditions acceptable to the Director of Law and the Director of Public Safety.

 

SECTION 3.  That the Director of Finance is authorized to draw their warrant or warrants against the Account Code in Section 1 in an amount not to exceed $105,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the laser scanner will expedite clearing crash scenes and improving the efficiency of crash investigations.
