SUMMARY & BACKGROUND:
The City of Toledo, Department of Parks and Youth Services applied for and was awarded funds granted by Ohio Department of Natural Resources (ODNR) through their NatureWorks Program to support necessary renovations to the baseball fields at Detwiler Park. The Parks Department has seen increased demand for these fields over the past several years. The proposed renovations will better support this increased use and restore Detwiler Park as a viable location for regional tournaments. The grant requires a minimum 20% match from the City of Toledo, $25,000 has been budgeted in the Capital Improvement Fund and authorized for expenditure through Ordinance 139-23 to meet matching fund requirements.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept and deposit a grant from the Ohio Department of Natural Resources (ODNR) in the amount of $100,680 to support renovations to the baseball fields at Detwiler Park into the Capital Improvement Fund Account Code 540G-40100-8G8657STDSTD.
SECTION 2. That the appropriation of $100,680 is authorized from the unappropriated grant proceeds of the Capital Improvement Fund to Account Code 540G-40100-8G8657STDSTD and the expenditure of same is authorized to support renovations to the baseball fields at Detwiler Park.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purpose authorized in Section 1, upon terms and conditions acceptable to the Director of Law and the Director of Parks and Youth Services.
SECTION 4. That the Finance Department is authorized to draw warrant or warrants against the Account Code above in an amount not to exceed $100,680 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective for timely utilization of the grant funds.
