SUMMARY & BACKGROUND:

Shot Spotter is the global leader in gunfire detection and location technology providing the most trusted, scalable and reliable gunfire alert and analysis available today. Shot Spotter uses an array of acoustic sensors that reliably detect and accurately locate gunshots. No vendor, other than SST, Inc., possesses the comprehensive, field-proven, and patent-protected product offering, as well as the professional services and support, domain knowledge, expertise, longevity, and customer references. Only SST, Inc. can provide a true wide-area gunshot detection, location, alert and analysis solution, as well as future expansions and ongoing maintenance and support.

 

The City of Toledo is currently using Shot Spotter and this donation will expand the current coverage by four square miles. This donation will fund the four square mile expansion of our system for a period of three years.

 

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to accept a donation from the Toledo Police Foundation in the amount of $735,000 and deposit the proceeds to Operation Grants Fund Account Code 2016-52000-3G00164STDSTD.

 

SECTION 2.  That the appropriation of $735,000 is authorized from the unappropriated proceeds of the Operation Grants Fund to Account Code 2016-52000-3G00164STDSTDfor the purchase of gunshot detection coverage.

 

SECTION 3. That this Council finds it is in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason that this procurement is for the expanded coverage of an existing gunshot detection system provided by SST, Inc. a comprehensive, field-proven, and patent-protected product offering.

 

SECTION 4. That the mayor is authorized to execute and deliver necessary agreements with the Toledo Police Foundation for the receipt of the donated grant funds and necessary agreements and amendments with SST, Inc. for the purchase authorized in Section 2, upon terms and conditions approved by the Director of Public Safety and Director of Law.

 

SECTION 5.  That the Finance Director is authorized to draw her warrant or warrants against the above mentioned Account Code in an amount not to exceed $735,000 in payment of the obligations hereinabove authorized upon presentation of the proper voucher or vouchers.

 

SECTION 6.  This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to expedite the receipt and expenditure of this donation.
