SUMMARY & BACKGROUND:
This Ordinance authorizes the expenditure of $325,000 annually from the Capital Improvement Fund for a five-year agreement for Getac body worn cameras. This expenditure covers the costs of data storage. Midwest Public Safety, LLC is the sole source distributor of storage for Getac body worn cameras for this area. Funding for this was included in the five-year Capital Improvement Plan.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a five-year subscription-based information technology agreement with Midwest Public Safety, LLC. for cloud video storage for Getac body worn cameras upon such terms and conditions also deemed appropriate by the Director of Police Operations and the Director of Law.
SECTION 2. That subject to annual appropriation an expenditure in an amount not to exceed $325,000 annually is authorized from the Capital Improvement Fund, Account Code 5040-52000-8CP2501 for the purpose authorized in Section 1.
SECTION 3. That this Council finds and determines it is in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Midwest Public Safety, LLC. is the sole source distributor for housing video storage of the Getac body worn cameras currently used by the Police Department.
SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the above Account Codes in payment of the above authorized obligations in an amount not to exceed $325,000 annually upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and for the further reason of providing adequate and necessary storage space for police camera footage.
