SUMMARY & BACKGROUND:
The Division of Water Treatment applies potassium permanganate at the Intake Crib as the first treatment step in the water treatment process. The potassium permanganate controls zebra mussel growth in the Intake Conduit as well as acting as a pre-treatment oxidizer. As a part of the feed process, the dry potassium permanganate is mixed with water and pumped to the Intake Crib inside of the Intake Conduit. Currently, the Division of Water Treatment is purchasing finished water from the City of Oregon in order to convey potassium permanganate because that is the only potable water available at the Low Service Pumping Station in Curtice, Ohio. The annual cost to purchase Oregon potable water is about $200,000. As a result, Water Treatment is seeking to invest in an on-stie well at the Low Service Pumping Station that is capable of supplying carrier water to the potassium permanganate facility as a cost-effective source of potable water at t location. It is the intent of this ordinance to expend up to $200,000 from the Water Replacement Fund for the installation of a new well and associated piping, electrical service and other appurtenances.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $200,000 is authorized from the Water Replacement Fund Account 6063-32000-4UC0726STDSTD and the expenditure of the same is authorized for the Low Service Pumping Station Well Improvements.
SECTION 2. That the Mayor is authorized to accept bids and execute the necessary contract(s), for the Low Service Pumping Station Well Improvements upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in an amount not to exceed $200,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance at project closeout is authorized.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the supply of potable water to the region in an efficient manner.
