SUMMARY & BACKGROUND:
The City of Toledo has been selected to host a Bloomberg Harvard City Hall Fellow beginning in July 2026. The Fellowship program places recent graduates of Harvard master’s and professional degree programs in paid, full-time, two-year fellowships in city halls across the United States to support local governments in addressing complex municipal challenges.
The grant awarded by Harvard will be used to cover the Fellow’s salary, fringe benefits, and housing, relocation, and subscription stipends in an amount not to exceed $300,000. Fellows’ salaries are set by Harvard, and fringe benefits will be provided by the City and reimbursed by the grant up to the equivalent of 33.1% of total first-year compensation.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into and execute a Bloomberg City Leadership Initiative grant agreement with and to accept and deposit financial assistance from the President and Fellows of Harvard College acting through the Bloomberg City Leadership Initiative (Harvard) in an amount not to exceed $300,000 into Account Code 2016-10200-1G00031STDSTD upon such terms and conditions as approved by the Director of Law.
SECTION 2. That the appropriation of an amount not to exceed $300,000 is authorized from the unappropriated grant proceeds in the Operation Grants Fund to Account Code 2016-10200-1G00031STDSTD and the expenditure of the same is authorized for the Fellow’s salary, fringe benefits, and housing, relocation, and subscription stipends.
SECTION 3. That the Finance Director is authorized to draw their warrant or warrants against the Account Code identified in Section 2 in an amount not to exceed $300,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to timely administer the grant.
